Public Accounts Committee crack the whip
A picture of sloppy handling of public money is being painted in Jersey.
In their latest report, the Public Accounts Committee (PAC) criticise the amount of money departments are allowed to carry forward from year to year and highlight a communication problem between the Treasury and departments.
The committee say the carry-forwards are over-generous and dilute the need for tight budgeting.
The committee has also identified a communication problem between the Treasury and departments over confirmation of carry forward figures.
Other areas of government are also under fire.
The report says departmental contingency funds do not appear in the Financial Report and Accounts and are not transparent; the lack of a Sports Strategy significantly reduces the ability to measure value for money in sports grants; and the quality of corporate governance and transparency of grants is irregular across States departments.
A question mark hovers over whether the island's Procurement Unit is making any savings. The committee report they cannot establish savings made from looking at the unit's report and accounts for 2011 or from simple enquiries with the unit.
There is also a swipe at the education department with the committee stating that Sixth-Form education is not value for money because of duplication of facilities.
Generally all departments get a "must do better" on detail in their annual accounts.
The PAC are calling for action on several of their key findings:-
*Carry Forward limits must be enforced by the Treasury Minister.
*Departments and the Treasury must communicate more closely to ensure agreement on carry forward figures.
*Every department must declare contingency funds within the Financial Report and Accounts.
*Education, Sport and Culture must publish a Sports Strategy during 2013
