New binmen computers create 'rubbish profile' for homeowners.

New computers that build a 'rubbish profile' of individual homes have been issued to binmen in fourteen councils across Britain.In
a move that could pave the way for the Government to implement a
'pay-as-you-throw' bin tax the computers store information about what
families are throwing out and whether they are recycling.The
devices, which feature GPS technology, sit in the cab of rubbish trucks
and provide information about the occupants of a house, including
whether they are disabled and unable to move wheelie bins to the
pavement.




Fourteen councils use the Waste Collector Live system and another 30 are in talks with its manufacturer, Bartec Systems.But
opposition MPs and campaigners have said the technology could resurrect
the unpopular tax and lead to automated fines for those who fail to
obey bin rules.Bob Neill, shadow local government minister, told
the Daily Telegraph: 'I am concerned the Government may use the
existence of this information to put unfair pressure on councils to
resurrect their discredited pay-as-you-throw bin tax scheme by the back
door.'Doretta Cocks, of the Campaign for Weekly Waste
Collection, said the system made it easier for councils to enforce
systems that residents did not want rather than finding new ways to cut
waste.The news comes after the Government's first attempt at a
'pay-as-you-throw' pilot scheme was axed after fly-tipping soared and
computers failed to work.The trial covered 52,000 households with microchipped bins and put £25,000 of scanning technology on 12 refuse lorries.Electrical,
mechanical, hydraulic and data faults meant lorries and computer
equipment repeatedly broke down, forcing binmen to carry out running
repairs or override the system to carry on with their rounds.The
microchip was supposed to work by sending details of the weight of the
bin and the address it was from to the lorry's on-board computer.
