Guernsey Excise Duty on Marine Fuels
In June 2007 the States of Guernsey agreed that diesel used for marine purposes would remain exempt from all duty and petrol used for marine purposes should attract a concessionary rate of duty that excluded the increase applied following the abolition of motor vehicle taxation.
The current rate of excise duty on motor fuel for both petrol and diesel vehicles is 37p per litre and the rate for marine petrol is 21.8p per litre if purchased from an approved trader.
In late 2009 the Treasury & Resources Department became aware that some States Members considered that if there are sound environmental, social and fiscal reasons for increasing duty on motor fuel, then this should equally apply to users of pleasure boats. During the Budget debate in December 2009 the Treasury Minister, therefore, gave an undertaking to the States that the Department would, during the course of 2010, undertake a further review on the issue of duty on petrol and diesel used in marine vessels.
As part of the review, the Treasury & Resources Department considers it important to gauge the views of individuals and organisations with an interest in the matter. We would therefore be pleased to receive your views, and in particular the reasons why you consider that either the current system for charging duty on marine fuel should continue or changes should be made.
It would also be helpful if your response included the answer to the following questions:
- Do you consider that excise duty on diesel used by non commercial vessels should remain exempt, be charged at a concessionary rate or pay the full rate?
- Do you consider that excise duty on petrol used by non commercial vessels should remain at a concessionary rate, be exempt or charged at the full rate?
