Manifesto to follow...

As a politician there has been no more dedicated follower of current social trends, attending events and useful lectures and community happenings. I have asked more questions over many years than any other States Member, and will frequently speak in debate putting forward new ideas, the minority viewpoint and the alternative perspective. It has been remarked that I am often a few years ahead of my time.

I correctly foresaw that Zero-Ten tax policies, although necessary, was too generous in terms of exemptions from ten percent for long term acceptance and sustainability. I also predicted Housing Associations would work, and that bus services needed further development. I am the only currently serving Deputy who voted for the Harwood Commission Principles as it was obvious that our current system needs improvement A leaner Policy Council of seven members led by a pro-active Leader would be a significant improvement, as would island wide elections giving proper mandates for senior politicians.

Sadly in past times Members ignored me, but if re-elected I wish to serve as the next Housing Minister, building on my success of Chairing the Legislation Select Committee which has agreed legislation on pensions, animal welfare, image rights and mental health. I encouraged the Committee to be part of the Review process looking at improved open accountable Parliamentary Scrutiny and Legislation development. As a small independent state we need fast, affordable, effective legislation which minimises bureaucracy and zealous regulation.

On Scrutiny I sat on public panels questioning Education regarding exclusion, and Environment concerning Planning. The delivery of open planning meetings was a response to those useful sessions, It is obvious Education needs to focus on traditional high quality teaching and motivational aspiration for all schools, with each school having the opportunity to self manage, partially select, and specialise from an enabling supporting but smaller centre which facilitates. I support flexible catchment areas and some “Free Schools” innovations.

The next House must be more ruthless in zero basing Resources and public expenditure, and intervene, even micro manage, if failings are apparent in any branch of the public sector. Too many Deputies are afraid to question senior civil servant’s advice and traditional ways of working even if Departments fail to co-ordinate policies or resources. I want to see this restricting culture change. Public participation, constructive engagement and your vote will make that difference work.
