Terminological inexactitude in States debate?

Is the incinerator going to be at least 65% efficient without a district heating system (that is not included in the costings)? It would need to be at least this to avoid it being classed as a disposal plant rather than a recovery plant by the newest EU Directive. GDF said it will be about 62% but this includes the 24% efficiency of electricity generation being "scaled up" by 2.6.

Oh well, the vote was 30v21 in favour of Guy and his merry men. What are we going to call the white elephant - Dumbo?

Jersey IS to get a new incinerator and it WILL be built at La Collette at a cost of more than £100 million.

The States spent almost two days debating the plans as there was concern about the size, location and cost of the new plant.

The new incinerator will be built next to the old JEC chimney at La Collette.
But some feel it shouldn't be put at one of the island's gateways - and next to the fuel tanks and the RAMSAR site around Havre des Pas.

But Technical Services argued putting it there will make transporting waste to the site easier and won't annoy the neighbours.

The new plant will be smaller than Bellozanne - but we must reach a recycling rate of thirty six percent otherwise it will be too small. During today's debate Deputy Peter Troy called this target 'criminal' and out of step with the rest of Europe.

Technical Services Minister Deputy Guy de Faye reacted angrily to this and both had to be silenced by the Bailiff.

Bellozanne is now at the end of it's life and one argument today was that the island has no other option but to get going with building it's replacement.

Now the new plant has been given the go ahead work will start at La Collette in January and the new plant should be up and running by March 2011.

No it won't. Because the new plant has effective gas cleaning, it will actually be much larger, building wise, than the Bellozanne incinerator. Gas cleaning units are the largest bit of incinerators...

They got to get to 35% recycling by the time the plant comes on-line otherwise it will be too small for the job?Look out for a plant revision in the next 18 months

Nah, the 36% target is for 2018, believe it or not. We'll probably get there in about three months...
