Changing the role of Sark's seneschal could have considerable financial implications for the island, according to a report.
In 2008 the UK Court of Appeal said the role of the seneschal, as senior judge and president of the government, did not comply with human rights laws.
The committee behind the report said creating two new posts would be costly and should be investigated further.
It suggests any reforms happen after the current seneschal retires.
The report also argued Sark should not have to tackle this issue first when jurisdictions like Guernsey and Jersey still have a similar role for their Bailiffs.
The island operated a feudal system of government for nearly 450 years until January 2009 when a 28 members Chief Pleas was elected.

Neither the seneschal nor the holder of the inherited title of seigneur, who both sit in the island's government, have the right to vote.
Current Seneschal Lt Col Reg Guille is a direct descendant of the original 16th Century settlers.
The Court of Appeal was ruling on an objection to the posts of seigneur and seneschal made on human rights grounds by Sir David and Sir Frederick Barclay.
The 73-year-old twins, who own the Telegraph Group, live on the neighbouring island of Brecqhou and own properties in Sark.
In December the Supreme Court dismissed an appeal case by the brothers to force further constitutional reforms in Sark.
After that ruling the brothers said they planned to take their challenge to the European Court of Human Rights. (from BBC)

It seems such a shame that the Island has been forced to change by "Outsiders"... but I suppose that is the way of the world today...
