The flashing signs collect data on speeds and time

The signs that show how fast a car is going will help police focus on areas where people tend to speed.
The flashing signs which display the speed of a car and either a happy or a sad face are not there just to remind drivers to slow down.
St Clement chef de police, Peter Ward said they also help collect data.
"Parishioners please be warned that the fines went up in January and we will be out there looking for speeding vehicles," said Mr Ward.
The parishes have groups of people trained to use the radar guns to help catch people speeding.
Honorary police will have more success catching speeders because of the happy-face signs posted around the island.
"The recent addition of the smiley signs which you might have seen around the parishes, we are obtaining a great amount of data being downloaded from these signs.
"We are able to interpret them to such a point where it can tell us times, dates, areas where we are putting these signs as to where the most speeding offenses are taking place.
"We will be targeting these points in the weeks to come," said Mr Ward. (from BBC)
