Re: BOWKER; Caroline Jane
A mother of 3 and grandmother of 6, I have worked as a teacher since 1974 and, additionally, acted as book keeper for two small businesses.
A graduate in Mathematics and French, I came to Guernsey in 1997 to teach at St Peter Port School and have been at St Sampson’s High since 2002.
I have a mortgage on my only home and no directorships; if elected, representing the people of St Sampson’s will be my only job.
I have been Secretary of the teachers’ association the NASUWT since 1998 (an elected post) and am currently chair of the Negotiating Committee for Teachers and Lecturers in Guernsey.
I have undergone extensive training in supporting and representing colleagues in difficulty. If returned as a People’s Deputy, parishioners of St Sampson’s can expect no less of me.
I am accustomed to reading and evaluating material from a variety of sources and basing
decisions on that information. I would like to bring that analytical capability to improve decision- making in the States.
I set out below a series of aspirations but recognise it would be unrealistic to expect to achieve them all! I simply seek to demonstrate the type of Guernsey I would hope us to move towards. I believe we all have a responsibility to our neighbours.
I would like to see:
- Poverty eradicated in the island
- Supplementary Benefit reformed
- Affordable child care
- All children to experience education free from disruption
- Extra support for ALL children who need it in school
- Businesses providing bursaries for students studying beyond 16
- The retention of grant maintained higher education
- The establishment of a locally-based loan scheme for students
- Legislation to protect workers from exploitation
- The return of a reciprocal health agreement
- Improved access for wheelchairs (and thus pushchairs) to all public areas
- The Mulkerrin proposals acting as a basis for educational development
- Deputies with significant private incomes turning down their Deputy’s salary
- I believe we have a duty to protect the environment for the generations that follow us.
I would like to see:
- Energy consumption reduced.
- Loans or grants for insulation and renewable energy projects.
- Development of alternative energy sources
- Control of vehicle emissions
- Extension of network of Green Lanes
- Waste minimisation encouraged
- Sewage treatment
- Filters not traffic lights
- St Sampson’s protected from further excessive industrial development
- I believe that Guernsey is successful because previous generations have been financially responsible.
I would like to see:
- Further diversification of the economy
- Set-up grants for new businesses.
- Sites provided at low cost for new businesses.
- The development of Leale’s Yard
- The regeneration of the Bridge
- Continued inward migration of high net worth individuals
- Recognition through the tax system of financial support provided to schools and sports clubs
- Continued prudent financial savings in the provision of public services
- An end to the view that new charges are actually savings
- No introduction of any Goods and Services Tax
- A continuation of the policy that there should be no external borrowing unless there is an income stream to support it
