For the last 8 years I have been one of your 7 Deputies for the Castel parish and for the previous 2 years I was the Douzaine Representative for Castel. I have always lived in the parish and I do really care for this parish and the island. I was first elected to a parochial office in 1989 and this length of service shows my commitment to the parish. Details of my background are on the back page. I have solid Guernsey values and common sense together with a logical mind and a willingness to extensively research a subject. This means that I carefully weigh up the facts before voting or speaking in the house or at a department meeting.
The States have shown their confidence in me by electing me as the Social Security Minister for the last 4 years. On the next two pages is a summary of my views and policies. If you would like to discuss any of them or any other issue that there was not space to cover then please do not hesitate to contact me.
I have posted this manifesto to ensure that you have a copy in case you intend to vote early using a postal vote. However, I still intend to knock on as many doors as possible and look forward to meeting you. If I miss you and you have any questions please contact me. My contact details are on the back page. I would welcome the opportunity to represent my parish and island in the States as a Deputy for a further 4 years and I hope that after reading my views and policies you will vote for me.
Education
Sewage Treatment -The recent scientific report concluded that the sea disperses the sewage without it affecting our beaches. Although I have concerns about possible bad publicity from us not having full treatment – the cost of full treatment cannot be justified, but I did support an amendment to investigate and cost primary treatment.
Island Wide Voting -I am sympathetic to the desire for island wide representatives; however I like the current system of 7 similar sized districts. I will support a system of island wide voting only if it is better than the current system – so far I have not seen a better system to elect 45 independent members.

Education
- I fully support the rebuilding of La Mare de Carteret secondary school and the College of FE.
- I support the Mulkerrin review and in particular the Local Management of Schools and the excellent teacher scheme.
- I favour three form entry primary schools as it enables setting which benefits children of all abilities.
- All the primary schools should offer breakfast and after school clubs to help working parents.
- With almost all children attending pre-schools, I am not convinced of the need for the States to fund pre-school education for all children. Instead I favour targeted support to those most in need.
