Castel electors have enabled me to gain fifteen years of experience as their Deputy. As a result I have a deep and extensive knowledge of the States and how to make things happen for the well being of both our Castel parish and island communities.
As Deputy Chief Minister I have been able to drive and influence many of the recent initiatives taken by The States – including: the introduction of an Infrastructure Plan that will bring together all aspects of States spending in a co-ordinated and less wasteful way.
As chairman of the Population Policy Group I have been able to support moves to manage our immigration and keep the number of people in Guernsey stable, yet ensure that those who have invested in Open Market homes are secure.
I have never been afraid to tackle the difficult issues, and as Minister for Public Services I have experienced many! In the last 4 years I have seen through plans to repair the airport runways and facilities, modernise our harbours, resolve our solid waste and recycling issues, find a path forward for sewage disposal that is both environmentally sound and affordable, and to bring together Water and Waste Water to form a viable and efficient States owned utility for the future.
Three major issues will test the States in the next term – Health, Education and Economy. Recent developments have seen health and education set new paths for the future that I support. The economy, with a healthy Finance sector has great opportunities, but we must remain cautious with our Fiscal and Economic management to ensure full employment and traditionally low taxation policies continue.
If elected, I promise to give my very best to serve the Castel Parish and our Island.
Education – With three children, and nine grandchildren ranging from one to thirteen years, their future education is foremost in my mind.
As in the past, I will continue to press Education to complete their development programme. St Sampson High is completed and Les Beaucamps will open soon. We now need La Mare de Carteret, and I shall support it in the next States Capitalisation debate.
The issues recently identified with our education system must be addressed. Parents must always be informed. I shall endeavour to help deliver the kind and quality of education we all know our children deserve. I want my grandchildren and all Island children to have the very best education possible.
Economic Plan – I support our Fiscal and Economic Plan.
Sustainable economic growth is a means of increasing our standard of living and providing tax revenues to fund ever-increasing demands for public services, education, health and law & order. Our private sector is the engine of economic growth and the State’s role is to provide the necessary competitive fiscal and macroeconomic environment to enable it to flourish. Our Fiscal policy will maintain Guernsey’s competitive position, our reputation for being well regulated, and foster innovation and improve the productivity of both the workforce and local companies.
Health – The future of our Health Services is vital and I believe lies in prevention.
I support Health and Social Services’ “2020 Vision” business plan. For the future needs of our population we need to move to a preventative model of health and social care, providing for people who are ill and disabled; protecting the vulnerable and helping islanders in crisis. Maintaining the status quo is therefore not an option. We need to enable people to live healthily and independently, I will lend my support to HSSD in order to achieve their vision thereby maintaining a first class service for our community.
