Re: GARLICK; Paul Michael
I live in the Forest with my partner Ros who owns the ‘Sew for You’ business in St Pierre du Bois. Between us we have four children, all educated on the Island, and three young grand children. We are committed to the Islands future.
By profession I am a degree qualified chartered engineer. I started my career as an apprentice and have progressed to become the Managing Director of a number of successful Channel Island businesses. I am leaving my present post and I am looking to commit to a new challenge. I would welcome the opportunity to use my enthusiasm, energy, experience and practical common sense approach to work for the good of the Western Parishes, the people of Guernsey and the Island as a whole.
My full manifesto (available at www.paulgarlick.co.uk ) details my approach and principles, as a summary;
Economic Policy, I support the current strategy of reducing the deficit by controlling States expenditure. I would oppose additional financial burdens on the individual tax payer, in particular families.
Commerce and Industry, I support business friendly strategies. Commerce and Industry provide jobs and the revenues to fund our public services. Thus we need to ensure a business friendly, competitive and proportionately regulated environment. We need to find ways of enhancing existing as well as attracting new business to the Islands.
Social Policy, I believe we can enhance existing and provide new services by driving efficiency. I would seek to prioritise:
Education. I support preschool, in school and post school education. Children are our investment in the future.
Social welfare. We should not tolerate poverty; those that ‘can work, should work’; those that cannot support themselves should have a socially acceptable standard of living.
Health. I will support the bowl cancer screening and the respite care proposals. I will seek to restore the free dental service and the reciprocal health care agreement. I will support the development of a mental health strategy.
Population. I will seek strategies to develop and promote Guernsey talent as a method of limiting immigration.
Housing. I recognise and would support the continued efforts of the Guernsey Housing association to build homes for low income households and the vulnerable.
Environmental Policy. I would work to safeguard the Western Parishes rural landscape. I support waste minimisation and recycling. With respect to Energy Policy we need to secure our energy supplies in a cost effective way, use less energy and avoid committing to large scale projects until future technology is more certain.
Government. People are concerned with regard to the lack of openness, accountability and transparency of our Government. I would work to ensure the principles of the Sates Strategic Plan are adopted in practice. The Plan promotes joined up thinking, mechanisms to assess priorities, calls for evidence based decision making and greater scrutiny. This should improve transparency in the workings of Government.
The Parish and Douzaines, If fortunate to be elected I would offer the Parishes and Douzaines the highest level of commitment on community matters.
