Sex offenders living unsupervised

It's been revealed more than 100 known sex offenders are living unsupervised in Jersey. According to the 2007 Police Annual Performance Report there are 306 individuals in the island who've been convicted of offences of a sexual nature. And an estimated 121 of those require supervision. The problem is the island currently has no legal framework for keeping tabs on those offenders. It's hoped legislation will be passed by the States by the end of this year giving the authorities greater power to monitor known offenders.Why has taken so long?

if i had my way all sex offenders would have their nob's and testicles amputated by some very dear ladies with serrated knives and no anaesthetic.

Make it a rusty serrated blade... It would hurt more!!!!
I agree though they should all be rendered completly incapable.
