Its time that all members were voted in at the same time, and get rid of the "Old" crap system the Bailiff needs to go!

The trouble with a general election for all seats is that you either accept that an island of c.90k people is split into constituencies, or you have a ballot with 100+ names on it to choose from!!

A huge ballot like that would just end up with a few leading names actually being voted in on 'merit' and an awful lot of lucky also-rans.

Splitting the island into constituencies means that, as now, the constable of St Mary may be elected as Chief Minister even though the voters of 11 larger Parishes never had a chance to vote against him, and that he never stood for election to the States, and that he has a mandate to specifically act in the interests of his St Mary Parishioners.

I think a rolling annual election day would be best.

48 States Members
All hold an Island mandate
4year term
12 elected each year

This would give manageable ballots and meaningful results and mandates. And whether it's seen as a good or not is a point of view it would ensure a certain amount of stability to the assembly. What would happen if there was a general election and we end up with 100% new members? can you imagine the chaos?!

Chaos that's nothing unusual anyway yes I agree will you basic idea of 48 members but to have a rolling annual election is going to cost a fortune, no have a 4 year term, and hold an all member election

Anyway the island is run by civil servants, so an all member election would not be too much problem

So you think electing 48 members in one election would work? if each seat was contested by just two people that's still 96 manifestos the elector needs to trawl through!

What are the costs of running an election?

Produce a single election booklet, each candidate gets two pages to put forward their case, candidates agree to not deluge the electorates post boxes and not to fly post, maybe make some official billboard space to be shared equally.

Total cost of that would be around the same as any of the various booklets that are already produced and thrown away!
