Dental patients could be charged £50 for X-rays performed at Guernsey's Princess Elizabeth Hospital in the future.
The Health and Social Services Department wants the States to change a decision made in 2002 which limited the department's power to charge fees.
Currently dental patients can be referred for free X-rays if their practice does not have the equipment.
The department said the arrangement put some dentists off buying such machines.
It said if the charge was introduced it could raise about £40,000 a year.
The department added that the service would continue to be free for those using the Children's Dental Service, but any children referred through private practices would be charged.
There is no States-funded adult dentistry in the island.
The issue is due to be decided by the States in February (from BBC)
